Your system does not meet the minimum requirements for this update. 9996

If you perform a clean install of Microsoft Windows 7 on an HP Computer with an AMD Chipset Motherboard, you may find there is a missing Universal Serial Bus Controller driver.  Windows Device Manager Hardware ID for the device may display Vendor ID 0x1002 and Device ID 0x7814 which represents the PCI Database entry for AMD USB 3.0 Host Controller.  If you then download the AMD USB Controller Driver from the relevant HP Product Driver webpage and attempt to install the driver, you may encounter the message:

Your system does not meet the minimum requirements for this update. 9996

HP may then recommend that you first download and install the AMD Chipset Driver from the relevant HP Product Driver page.  The AMD Chipset Driver may install successfully but you may still be unable to install the AMD USB Controller Driver from the relevant HP Product Driver page.

To resolve this issue, you might then go to the AMD website and use the AMD Driver Autodetect which provides you with the current AMD Catalyst Driver.  However, you may find the provided AMD Catalyst Driver is only for Graphics and does not include the currentAMD Chipset Drivers, AMD AHCI Driver, AMD USB 3.0 Driver, AMD SB7xx RAID Drivers, AMD SB8xx RAID Drivers, AMD SB9xx RAID Drivers, AMD A-Series APU Chipset RAID Drivers and AMD E-Series APU Chipset RAID Drivers.  To obtain the full version of AMD Catalyst which includes these drivers, you will need to browse to:

Conclusion: You may find the HP Product Driver page for your product includes an AMD Chipset Driver version that is incompatible with the AMD USB Controller Driver.  The solution is to download and install the full version of AMD Catalyst from the AMD website.
